…Pipenv for dependencies
For some reason they appear to alternate between failing and succeeding. Disabled for now as we don't use that plugin.

I've updated the code to Python 3, added a Pipfile for dependency management and rewrote the Dockerfile to use metabrainz/brainzbot-core as the base image and Pipenv.
