Structure core and users app semantically #353

Describe the bug
the folder organization is not clear to devoloper which dificult the code understanding , because many archives in core suited better in users and the opposite ocurrs too then the code need to be organized in a more clear way.

To reproduce the bug
Steps to reproduce the behavior:

  1. open the core folder
  2. open the models file
  3. open the users folder
  4. open the models file

Expected behavior
is easier to understandig the code and same behavior

The Branch 353-struct-models won't be produce a completly work on time to compute to the discipline , because it has some last errors and the time was finished. I think the erros don't come more from django migrations. The errors normaly came from problems in the model profile. I don't understand why model profile is broken. The others parts look like to work normaly. but, THE BRANCH MIGRATE-MODELS PRODUCED A GREAT WORK and can merjed to the jandig's app.
