Add test for explicit overset hole cutting

Description of feature

We need to add a test to the surface based explicit hole cutting feature introduced in #231. For now, this feature can be used for some of my and @sseraj's cases. I don't have an easy solution to add a test for this without inflating the test files and the test durations. We need to re-visit this case and test this feature. The test should either flood and fail with the default hole cutting, or we should expose the cell IDs that get blanked with the explicit cutting approach to make sure the implementation remains functional.
