Could you please finish this wiki page : https://github.com/mattdesl/lwjgl-basics/wiki/LibGDX-Circular-Progress-Bar ?
I'm escpecially interested in a solution with a shader (http://www.java-gaming.org/topics/circular-health-bar/29791/msg/274139/view.html#msg274139).

It would be really nice, if you could do this or give me some hints.

Sorry, maybe when I have more time but it would probably be in JavaScript rather than Java.

In the mean time; you should be able to get pretty far with the Swiper tutorial and some tips from the following articles:

Drawing Lines is Hard - covers some aspects of line rendering
Material Design on the GPU - touches briefly on aastep() which will be useful for accurate anti-aliasing.
