This appears to be a bug in that RoomVersion is the class object while room_version is the local variable.

Correctly test for room version support of knocking during auth rules

This appears to be a bug in that `RoomVersion` is the class object while `room_version` is the local variable. 

Without this change, the condition always evaluates as `False`.
