Description:

In addition to #5741 and #5742 (Allow admin users to register new user account) we would like to add mail address to API for register users.

Use case: We provisioning users with displayname und mail address so that the user is able to reset its password at first use and we do not need send passwords to users.
Self register is not an option for us.

We can try to create a pull request.
