`@room` push rule doesn't have a sound, which makes it not-noisy

In the baserules and the spec spec, (goto .m.rule.roomnotif) you can see that @room messages are only hightlighted and not noisy by default.

IMHO they are more important than normal room messages and therefore they should be noisy. Moreover they are already shown as noisy in element (probably wrong behavior), but are only highlighted: element-hq/element-web#19750

This behavior becomes really strange if room messages are set to noisy, but @room messages are still quiet.

I can create a pull request to edit the baserules, but maybe some people have other thoughts about that.

Hello! Note that the default push rules are defined in the spec (see .m.rule.roomnotif), which Synapse is following here. If you'd like to change the default, it'll need to be done via the spec first.

I noticed that even when setting the room notification to "all messages" @room messages are still quiet. Which of course makes sense from the implementation of override, room and underride rules, but is very irritating for the user. At least since element shows @room messages wrongly as noisy.

Is this an issue with Element Web not setting the correct push rules, or push rules as a system not being adequate enough to handle noisy @room's?

This was originally a Synapse issue that got moved here - is it worth moving it back? The spec defines the rule as noisy as it can already.

According to m.room.roomnotif it is not noisy. Compare it with e.g. .m.rule.contains_display_name. But maybe I misunderstood you?

I'm not sure if this is a spec bug or an omission though - if synapse defines the push rule with sound, it's a spec bug.

looks like the sound tweak is present to me.
