auth rules refer to 'required power level' but do not define it #710

https://spec.matrix.org/v1.10/rooms/v1/#authorization-rules (8) refers to 'required power level', which isn't a term which appears to be defined anywhere nearby.

(Other room versions have the same problem)

The auth rules were moved out of the server-server spec, and were still not near the power level definition.

The room spec also refers to "redact level", which has the same problem.

https://spec.matrix.org/v1.11/client-server-api/#mroompower_levels does a decent job of defining "The level required to send a certain event", though doesn't use the words "required power level".
