Update the website so it doesn't need to reach out for its own site assets or scripts

Currently this is what people see with a sane noscript policy:

It would be nice if the site didn't have to reach out to other domains for, what I presume, is barely ever changing data anyway. Hosting that alongside the .html would make the site "just work" rather than having to clear domains that are known trackers (like gstatic) or CDN for files that browser caching already takes care of (like jsdeliver)

I don't have issue moving powers, but I'm sure one of the material-shell folks do. I'll let them figure that one out.
