[MaterialTimePicker] Allows manual entry of the number 24 into hours #3149

If you select manual time entry, and specify 24 hours, then when you press ok, it will return the value 0.

My expectation is: a user cannot input a number more than 23 for hours.

Please limit input of max 23 hours.
