Home location can be set by adding a location in the clock applet preferences and then on the clock applet popout clicking the hidden button to "Set..." it.

Many users don't know it is hidden away there or are confused by the two-step process, hence it would be useful if it was possible to have access to Location settings in mate-control-center where the home location can be configured in a single window.

Definitely need a location setting. I subscribe to a streaming service and it sets my local stations to over 100 miles away, in a different state.

This sort of works, only for the clock applet, but has a number of issues. It can be used for that applet if exactly one location is added that you want to have as the default location, and the time zone of that location matches the system time zone.

If a location is added that matches the system time zone (/etc/localtime) but does not match the time zone that is used for the clock applet ($TZ), it will still be picked as the default location.
If multiple locations are added that match the system time zone, one will be picked as the default but it is not possible to choose which one.
If all locations that are added do not match the system time zone, no location will be set as the default location, even if some of the locations match the time zone that is used for the clock applet.
If the list of locations is updated, the default location is not set to the same location that will be picked once mate-panel is restarted.
If locations are added, but no location gets set as the default location, space is reserved for the weather icon and temperature text but left blank.

These issues would be easy to solve, if not immediately solved already, if there were a central "current location" setting and the clock applet used it consistently. However, if no such central setting is going to get added soon, they may also be worth addressing separately. Is it worth opening a separate issue for that, or would that just be closed in favour of this one?
