Updating failed. Sorry, you are not allowed to edit the _links_to custom field

I'm unable to edit pages that have data from two different custom post types, one of which uses Page Links To. It's a custom theme, so it's not the easiest to explain. Here goes.

Program pages can optionally have a custom block that contains data from another custom post type, Person. Once a Program page has been published and it contains that custom block, I'm unable to edit the content in that custom block. When I try to publish changes, I get the error "Updating failed. Sorry, you are not allowed to edit the _links_to custom field."

I don't get this error if the Program page is a draft.

WordPress, Page Links To, and other plugins are up to date.

Any suggestions? For now I'm deactivating Page Links To when I need to make these kind of edits, then reactivating it. Not idea, but it's better than not being able to make edits.
