Right way to use these functions

I have a plugin which uses transients https://wordpress.org/plugins/my-plugin-information/ to save plugin information. Currently, using plugins api, I use shortcode when on first page view do the data retrieval and then save them in transients.

If I plan to use your your code, what would be the best way? Adding them within my plugin?

Secondly for one of my sites http://flattrendz.com, I have lot of shortcodes to gather data based on votes. So would it make sense to drop your code in my theme or plugin?
