Remote retrieval of profile map data

Description

Move profile map metadata into blob storage and code the mechanism for refreshign the local version of metadata with new data from the cache

• Some version of metadata should ship with the cmdlets
• There should be a cmdlet for downloading and using the latest metadata
• Metadata should be automatically refreshed . Ideally, this would be checking simple valuea like the profile hash in the metadata store. There should be a very small timeout, and a timeout should default back to using the local cache.
