The style spec does not provide a way to globally order objects to stack tunnels, bridges... in a sepcific order.
There are features such as line-sort-key but it is limited to one layer. i.e. not possible to use it to order roads in a highway layer and tunnel layer for example.
This issue is discussed in maplibre-gl-js here.
We would like such feature in MapLibre-Native and ideally in all other MapLibre tools
