User location annotation view does not appear when location permission is re-granted

Mapbox SDK version: ios-v4.1.0-alpha.1

Steps to trigger behavior

1. Set MGLMapView.showsUserLocation = YES and grant location permission.
2. Revoke location permission in Settings.app — user location annotation view will disappear.
3. Re-grant location permission — user location annotation view will not reappear.

Expected behavior

User location annotation view should appear automatically when an affirmative location permission is (re-)granted.
