Should we run bin/setup in CI? #587

It might be nice to run the bin/setup script in CI so that we know people can easily contribute to the project. It would also help us validate changes that we make to the CI script. For example, #556 was closed because I didn't have a good way of testing whether or not the changes were good or not.

So should we run bin/setup as part of CI?
