As part of #469 Tangerine Whistle, we have an open action item: "Increase the recommended gas limit target to 5.5 million." This issue is to complete or reject work on that item.

@hayesgm I'm not super familiar with why that was needed. Taking a quick look at EIP-150 it seems like this might be why that's recommended:

The gas limit increase is recommended so as to preserve the de-facto transactions-per-second processing capability of the system for average contracts.

Seems like something that might be worth doing?
