Use temporary directory for temporary condarc #97

Currently we generate a temporary condarc file as part of the environment installation and put it into ~/.condarc. We should put it to an actual temporary location instead, or get rid of the temporary condarc entirely.

I guess we just have to not modify condarc in place but use a temporary directory (we already have utils for that) and then pass --rc-file (xref mamba-org/mamba#2011)

I think this is fixed in https://github.com/mamba-org/setup-micromamba.
