micromamba env update allows updating an environment with a environment specification. In that case, existing packages are updated to comply with the constraints of the new packages to be installed.

Discussions in #1455 (especially #1455 (comment)) proposed to either introduce a subcommand for env or an option for env update to reboot the environment to match the an user-provided specification.
