Is the blog engine a live site where I can go and build my blog using Miniblog.Core? The demo looks like a blog built using it, but there's no link to the platform site itself where one can go and build their blog in a no-code way - does that functionality exist with Miniblog.Core?

It's not like blogger.com. You will have to download the source code and publish it on your hosting by yourself.
