Provide a mechanism whereby very large messages are not logged by default

While working on #1180 we noticed that large messages will be logged by default #1199 (review)

Likely we would not want to pollute logs (at least by default) with large messages. See the comment in the PR for a proposed solution. Define a solution and ensure it is documented and validated.
