[mlir][arith] Issue tracking for new integration tests

This issue tracks the ongoing progress of new integration tests in Arith.

The original PR (#92272) contained many unit tests which have since been broken down to smaller PRs.

@pingshiyu I merged one PR and left some comments on the remaining ones. Nothing major, things are looking pretty good to me already.
