This totally depends on the model you're using and if it has been trained on japanese/chinese language. Fooocus only uses these models and has nothing to do with them understanding what you want.
You can certainly try to locally merge #1039, which adds a checkbox to automatically use google translate on every prompt to translate to english for onternal image generation.
