First Release - Univ. of Utah Bayesian Inverse Estimation OSSE source code (footprints included)

This is the first release of the University of Utah Bayesian Inverse Estimation OSSE source code (with sample footprints included), produced for the [Kunik et al., 2019] manuscript to demonstrate the computational methods used in the urban CO2 OSSE study.
