The goal of this milestone is to add the transcoding job requests, assignment, claiming, and verification interface + stubbed implementation to the protocol. At the conclusion of this milestone nodes will be able to submit job requests, and the contract will be able to verify that they have been completed by the assigned transcoder for use in the reward function for token minting or slashing.
