Feature Request: Decouple Project and User Creation

Currently, whenever a user is created, a project is automatically created along with it, though there is no way to create a project without creating a user. We want to adopt litmus in our org, but we want to have different projects per squad/domain of our organisation. It would be great to see if we can decouple the concept of the project and the user and also allow adding multiple owners to the project as mentioned in this issue.
