How to modify a function parameter on retry

Is it possible to use backoff in such a use case that when a request to a method fails, the call of the method for the second time is called with a modified parameter. For example, in the bottom example, if the first call is called with use_proxy = False, the call for the second time would be done with use_proxy = True?

                      requests.exceptions.RequestException,
                      max_time=60)
def get_url(url, use_proxy = False):
    return requests.get(url)
