We are currentlly supporting country/province level data, but it will be useful to add city level data (COVID-19 Data Hub: administrative_area_level_3) as well. This was mentioned by @andrybicio in #555.
Because country and province are used in many classes, city should be added to many classes and methods. Before this change, we may need to find ideas to simplify this change.
