shodowsocks not work with korea ott app "tving"

If I set shodowsocks on the asus merlin router softcenter and run the tving app on the Android TV, you cannot run it because it is not in an available area. However, if you set it directly in the shadowsocks app, tving runs. Is it a bug in the firmware? (PS: All other Korea OTT service can be used normally even if set on a router.)
