tun模式下rust内核无法使用

在tun模式下切到clash rust内核连不上网，并且延迟测试结果不正确，切回mihomo恢复

预期行为 / Expected behavior

测试结果正确正常访问

实际行为 / Actual behavior

tun模式下mihomo延迟测试正常，能上网

tun模式下clash rust延迟测试异常，不能上网
