Trying to get all commits between commits

I'm trying to reproduce this command:

git log --format=%cI <starting commit>...<ending commit>

Every time I try this with a walker, I seem to get the entire git history from the starting commit to the most recent commit in the repo:

        walker = self.repoobj.walk(
            start_commit_hex, pygit2.GIT_SORT_TIME | pygit2.GIT_SORT_TOPOLOGICAL
        )
        commits = []
        self.log.info(f"Looking at commits between {start_commit_time} and {end_commit_time}")
        for commit in walker:
            if commit.commit_time > end_commit_time:
                self.log.debug("Found commit more recent that last release time")
                break
            commits.append(commit)
        return commits

Any tips on what I'm doing wrong here?
