Vertical spacing above chapter headings in twocolumn mode (topnewpage)

Brief outline of the bug

I stumbled again, rather by accident, upon the problem of different vertical whitespace above chapter headings in one- and two-column output: https://www.latex-project.org/cgi-bin/ltxbugs2html?pr=latex/3126

Will there be a fix for this at some point?

Minimal example showing the bug

Given the attention it got in the previous 2 decades I don't want to make a prediction here, but basically I think not beofre we tackle refactoring the OR area (which iver time will happen as part of the well taggged pdf project. So essentially this is long-term.
