Migration not running if migrations table exists

I try to migrate the outstanding migrations but seems to fail because the migrations table has already exists.

Yes, I also have this issue whenever I run a migration command without an empty database.
[PDOException] SQLSTATE[42S01]: Base table or view already exists: 1050 Table 'fp_migrations' already exists

I think this could be related to the table prefixes. I'll look into it.

It definitely is, I just tried it without a prefix and everything works fine.
