artisan serve timing out on linux

On Ubuntu, Trying to run php artisan serve I get errors

 PHP Fatal error:  Maximum execution time of 30 seconds exceeded in /home/tvarwig/myusername/myproject/vendor/laravel/framework/src/Illuminate/Database/Connection.php on line 787
 PHP Fatal error:  Maximum execution time of 30 seconds exceeded in /home/myusername/Software/myproject/vendor/laravel/framework/src/Illuminate/Session/Store.php on line 322

This issue is inconstant at times. I am developing on Ubuntu, not hosting. I have a 20c/40t CPU, 64GB Ram, SSD higher end computer. This project is a fresh Laravel 12 Project.

run php artisan serve

If i install nginx and use fpm, it works fine without issue.

When I do a search on the vendor directory for set_time_limit or max_execution_time I get zero results, so it seems that Laravel (or any other dependency) is not changing anything related to the timeouts.

I've attempted to reproduce it from my computer without success, but since I'm running both a different PHP version (8.4.5) and a different OS (Fedora) it might be an environment specific issue.

Do you have the same issue when running the PHP built-in server directly?

It worked for a minuet. I will refresh my php installation, it sounds like it would be my end. Thank you for your help. If I find the issue / fix I will comment it
