Changed the EKEV, EBND, WE, and DE variables to be 2 dimensional with the first dimension being the species. Now each species can have their own energy grid range. This is in preperation for being able to simulate relativistic electrons

Started this pull request to keep track of the ongoing work. Initialization and restart files still need work, but otherwise this feature works.

NOTE: Because we are using arbitrary energy limits we needed a new way to create the energy bins. As such, this breaks all tests. We can either update the tests, or we can code it such that the basic energy grids are the same as they were before and only new species have different energy grids.

Update to the restart, initialization, and satellite routines to
correctly handle the species dependent energy grids
Added an initialization file that includes the radiation belt electrons
(1 MeV to 10 MeV) based on the work done by Xingzhi.
Added interpolation on intial read for the energy and pitch angles,
but currently pitch angle interpolation does not work as we do not
store the pitch angle bins in the initialization or restart files
Updated the initialization file to include a larger range of electron
energies for both the default electron species and the rad belt electron
species

Removed negatives from fluxes in the initialization file, also fixed
an issue with the satellite outputs not having the correct energy grids
There have been several updates since I started this branch, these
changes bring us to a working point with the current upstream changes

@drsteve The tests don't seem to be running correctly? It looks like it could be a Ubuntu issue but I can't tell

@kyakymenko I changed the species name lookups in a bunch of places, but I'm unsure if I got them all, let me know if I missed any
