Torchchat support

Feature request

TorchChat is fairly new package published by the Pytorch Team. https://github.com/pytorch/torchchat
It is similar to using local models like llama.cpp and already have python tool to call for Chat and Generate using a prompt. It would be great if we could get a chat model in langchain that can utilize this package.

Motivation

Even though it is a new package it seems to be very well maintained.
