I assume the merged PRs should not be listed in this dashboard. I have at least some example of otherwise:

kubernetes/kubernetes#48151
kubernetes/kubernetes#47263

These show up in my dashboard:

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
