minikube cp create non-existing directory instead of failing #17715

As per discussion, in #17576 the ssh command was changed from test -d %s to mkdir -p %s.

fixes #17576

Hi @martinjirku. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

is there any code about "cp" that needs to be changed as well?

not necessary, however, I was thinking about dropping test -d and we could call scp with the -r flag instead:

> man scp
...
-r      Recursively copy entire directories.  Note that scp follows symbolic links encountered in the tree traversal.`

Note, that if anybody expects it to fail, when the path does not exist, this will stop failing.

One of the tests failed TestFunctional/parallel/DashboardCmd in functional_docker_rootless_containerd_ubuntu Job.

Is it something, my change could break, or is it expected to fail?
