Enhancement Proposals

As per a discussion in the August 7th multi-network sync (and as it relates to a SIG Network mailing-list conversation) this is a proposal to take on an exclusive enhancement proposal process for Multi-Network similar to Gateway API's GEPs or Network Policies NPEPs.

I propose MNEP (Multi-Network Enhancement Proposals), which would mean we'd start by creating a mnep/ directory here and do a bit of copy/paste/replace from Gateway API for the structure and READMEs.
