After adding the webhook to the pod, why does the go test report an error?

I use kubebuilder to implement the CRD operator, which is available, but when I add a pod mutate webhook to it, an error is reported in go test when I make docker-build

What caused this error, is it impossible to add a webhook to the pod in the non-initialized kubebuilder project?

It is open for too long, sorry for the delay.
