What this PR does / why we need it:
Upgrade image tags to latest for each container in our prow tests. The goal of these tests is to test the latest upstream versions against the latest pdcsi driver version.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
