Enable unit testing on windows

Is this a bug fix or adding new feature?

• Currently, unit tests in the CSI driver are not platform agnostic. (Unit tests written for a Linux only environment should not build for Windows).
• Additionally, CSIProxyMounter - which bridges the gap between the filesystem, disk, volume clients, and the CSI Proxy - is currently implemented as a struct and thus cannot be mocked for testing.

What is this PR about? / Why do we need it?

• Created a ProxyMounter interface, implemented by the existing CSIProxyMounter struct to enable mocks needed for testing with minimal refactoring required.
• Used mockgen to generate a mock of theProxyMounter interface, MockProxyMounter.
• Created unit tests for the resizefs package to increase code coverage.
• Added build tags to isolate platform-specific code.
