[feature] Add affinity/anti-affinity features in KFP SDK v2

What feature would you like to see?

As a follow-up to #10252, we need to add a feature to add affinity/anti-affinity rules to pipeline steps.

What is the use case or pain point?

Some special use cases need these rules to pipeline pods will be scheduled to specific nodes for this workload

Is there a workaround currently?

There is no workaround at this moment.
