Revise the fix for the random container ports

This issue was originally opened by @mavogel as hashicorp/terraform-provider-docker#138. It was migrated here as a result of the community provider takeover from @kreuzwerker. The original body of the issue is below.

Current State

• the ordering of ports numerically ascending of Random external port for containers hashicorp/terraform-provider-docker#103 introduced the bug of Docker Ports issue hashicorp/terraform-provider-docker#110
• converting back from list to set does not work because it would break Random external port for containers hashicorp/terraform-provider-docker#103
• Fix container ports issue for asc ordering hashicorp/terraform-provider-docker#115 fixed the issue but it does not seem to be clean
• also the solution of Normalize blank port IP's to 0.0.0.0 hashicorp/terraform-provider-docker#128 is not clean

Desired state

• convert the list back to a set and fix Random external port for containers hashicorp/terraform-provider-docker#103
• test the setup in windows. Docker Ports issue hashicorp/terraform-provider-docker#110 should set up the base line
• also investigate if it is an internal SDK bug
• consider the changer for the docker service resource published_port is not correctly populated on docker_service resource hashicorp/terraform-provider-docker#222 as well
