Get rubber-stamp up faster

What would you like to be added:

Get rubber-stamp up as early as possible as debuggin anything whitout is painful.

It already has tolerations, but maybe also put it in host network to make it not wait for network. Host network if safe for it as it does not really listen to anything on the network.

Why is this needed:

Only after rubber-stamp has managed to get valid certs on kubelets we're able to get logs, exec etc. to work.
