On client versions of Windows (XP / Vista / 7/8 / 8.1 / 10 / 11), there is a limit to one active user session. Exceptions - Windows 10 Enterprise for virtual desktops and Windows 11 Enterprise multi-session
Windows Server is limited to 2 sessions (No RDS licenses).
To get around the restrictions, you can either buy an RDS license or install an RDP Wrapper.
