Generally, PiP windows in Firefox open on top of each other so that they completely cover each other.
And then they cannot be moved. They get stuck.
It would be good if they could be moved, and it would be best if they opened next to each other, in free space, so as not to cover each other.
I don't know how it works underneath, but maybe the first opened PiP window should have its position remembered separately, the second opened PiP window should have its position remembered separately. So what would matter is the order of opening, the number of the open PiP window? I guess that's how it works at Cinnamon.
