The Tidy Classic Controls Event Horizon is fast approaching...

It's time to consider how we might handle classic control icons in a way that does not impose a great inconvenience but also accomplishes the following:
Allow for more icons
Allow for more room to click an icon
Does not require an additional click

Sheets from Level Up: Advanced 5th Edition are inspiring in many ways. One way that is relevant to this discussion is its leveraging of overflow control for edit-specific icons.
I propose Tidy 5e sheets learn from the a5e sheets when it comes to icon overflow control.
When the sheet is locked, you can see some standard icon toggles that are useful during play:
When the sheet is unlocked, you can find some edit-specific options in place of the "Share Description" button. The options are overflow-controlled within a single icon:

It shows on hover
There is no animation when showing the control panel; this is actually a VERY GOOD THING. If we are going to control icon overflow via hover, then it's a good practice for options to appear instantaneously when you hover.
There is a subtle animation when hovering on an option
It uses the Foundry-style tooltips; I have been generally very sparing with these tooltips on the face of Tidy sheets, because having the tooltip on most things makes it overwhelming. However, having the tooltips on these controls is actually really nice. If you're already going out of your way to be inside this control panel, then showing tooltips quickly and clearly in the Foundry style would be a good thing, I think.
Some stuff we'd add:
Allow you to tab into the control and see focus-visible highlighting on each option, for accessibility. When a button is focus-visible within the control, then you wouldn't have to be hovered over
So What is the Plan?
This is open to discussion. I want to make Tidy sheets tidier and less cluttered while at least maintaining its current level of usefulness.
We could approach this in a variety of ways.
Move all classic controls to a hoverable control panel menu
Pro: Simple and easy to do.
Con: Favorite, Action List filter override, and any other always-on controls will not be out in the open to click upon. I don't see this is that bad, to be honest.
More like a5e: Move edit-mode controls to a hoverable control panel menu and leave dedicated space for the most prominent and always-on controls
Pro: Always-on icons are immediately visible and able to be clicked
Con: It doesn't recover as much space, and space is at a premium in Tidy. It also requires an executive decision regarding modules that add always-on controls. Do we allow some out in the open? All of them? Do we hide them all in the control panel and only leave room for native always-on controls?
