research: long term planner

the planner is designed to give response for specific problems within the given timeframe, but does not care much about longer term objectives, such as powersaving, stable operation or minimized management overhead

the idea here is a long term planner ("dreamer") that

• minds all the aspects of operation that are not relevant when solving concrete problems
• may even give hints to human operator - such as new or replacement hardware requests
• creates a periodically updated strategy datastructure that can be used by the planner to accelerate search or rate solutions based on how well do they comply with the strategy
